What is a Dangerous Goods Safety Adviser (DGSA)?
A Dangerous Goods Safety Adviser (DGSA) is a qualified professional responsible for ensuring that companies involved in the transport of dangerous goods comply with all applicable safety regulations. These are established in the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) and RD 97/2014.
The DGSA’s main role is to advise on the safe management of dangerous goods transport, including:
- Packaging
- Labelling
- Staff training
- Preparation of the annual ADR report
- Safe route planning
In addition, the DGSA conducts internal audits, maintains incident records, and liaises with the relevant authorities.

Is my company required to appoint a Dangerous Goods Safety Adviser?
Yes, your company must appoint a Dangerous Goods Safety Adviser if it is involved in the loading, unloading, transport, filling or packaging of dangerous goods, as required by the ADR (European Agreement concerning the International Carriage of Dangerous Goods by Road).
This includes companies that:
- Consign dangerous goods: organise the shipment.
- Load dangerous goods: dispatch them from their facilities.
- Transport dangerous goods.
- Unload dangerous goods: receive them at their facilities.
These types of companies are required to have a DGSA, who not only provides specialised advice but also oversees all activities related to the handling, storage, and transport of dangerous goods. The DGSA must be formally appointed to the competent authority.
